They got changed in https://hg.mozilla.org/build/buildapi/rev/0bf540f0455d
I disabled slaverebooter for now because of it - it currently thinks that rebooting the world is the right thing to do every time.

I tested this out locally and the times that SlaveAPI is giving me (via buildapi) line up with what I see directly on the buildbot masters now.
