ferjm - I'm trying to figure out where this code would live, since it needs to be in an always-on part of the OS. I guess someplace in the system app would be a good place to load the fxa_iac_client.js and be listening for server events?

We already listen for these events at https://mxr.mozilla.org/gaia/source/apps/system/js/fxa_manager.js#163 you can place the notification code there.
