Details

Steps to reproduce:
* Create a new profile
* Go to preferences, Privacy. "Use custom settings". Disabled remembering any history, and 3rd-party-cookies. Keep cookies until "I close Firefox". Check "Clear History when Firefox closes", and in the "Settings..." for that, enable everything.
* Disable all plugins (but make sure the flash plugin is installed)
* Quit the browser and start it again, so the settings are saved
* SIGKILL Firefox
* Start it again

Actual results:
Looking at htop, I can see that Firefox starts a child process "plugin-container" for libflashplayer.so.

Expected results:
As flash is disabled, it should never ever be started by Firefox.

Additional information:
Flash is not started if I leave the privacy settings unchanged. I did not investigate which exact setting it is that triggers the subprocess. If that would help, I can still do that.
I am using 64bit Firefox from Mozilla on Debian testing.
