submitter is double sending some crashes to staging because it picks from crashes between 0 and 5 minutes into the past, but runs every 4 minutes... change to running every 5 minutes change config to choose number_of_submissions as "all" instead of 1000 so it won't repeat send either.
would like it set for every 6 minutes
not an issue any more with the new submitter
