I've added mozbase unit tests support to mozharness, scheduling these on Cedar for the desktop platforms (win, mac, linux) will help us sort out any remaining problems.

I based this on the code to schedule jit-tests on Cedar. I carried forward the bit about skipping the tests on Fedora.

I won't land this until the mozharness patch in bug 966441 is running ok in production.

Scheduling seems fine, I have a mozharness config problem for mac and windows and some individual test failures on linux to address.
