Description

Currently we don't do this on Window. But on Mac and Linux, I believe that we
may have code which load htmlXXXX.properties into the memory for fallback
rendering.

html40LAtin1.properties
html40Special.properties
html40Symbols.properties
transliterate.properties
htmlEntityVersions.properties

We find a way to delay the loading of these files at Mac/Linux startup to speed
up the startup performacne
