We also want unit coverage. Talkilla was using mocha and chai for this purpose. I'll be making sub-bugs under this meta bug for system and unit testing bugs.

re-opening so we have a logical bug that has the testing bugs under it for tech-debt in Fx37.  This is purely for a logical viewing bucket for the tree view (since a lot of bugs roll up to this).

I think we've got a baseline coverage that we can call this fixed. There's more work to be done, but if we need metas, we should track them with specific projects rather than being too general.
