Refactor the Postgres schema to operate with two databases: 

* Incoming raw and processed crashes (high volume, consistent writes)
* Matviews of reporting tables, providing most of the data to the web application (periodic high volume writes, and low volume reads)
OS: Mac OS X → All
Hardware: x86 → All
This is blocked pending acquisition of stage hardware to test.
