found using 2001.08.27.05-comm bits on Mac OS X. not a problem on OS 9.1 or the other platforms. open the Cookie Manager dialog: * Tasks > P&S > Cookie Manager > View Stored Cookies, or, * open prefs, select P&S > Cookies, click on the View Stored Cookies button. observe how the menubar covers up the titlebar of the dialog. clicking in the dialog doesn't bring it to the front, iirc. [at home, don't have access to that build at the moment.]
