973491 - port MockReset to mozharness

Turns out {Signing,}ScriptFactory both use MockReset but I ported this before I realized. Either way, it's another part of our factories ported out of Buildbotcustom and makes us less dependent on ScriptFactory.

This should be a no-op for any existing Mozharness's scripts. Regardless, I tested this below
