97403 - Unable to view all recipients when more than two

**** observed with 2001-08-28-03 build ****
Steps to reproduce:
- open new mail composition;
- in the "To" field enter the first address;
- enter the second, third one etc...;
- note that the scroll bar appears;
- now try to scroll up;
//note: the last two recipients are swoing up but the first ones you enter are
blank ( though the mail is delivered correctly to those blank recipients)
