When a user submits a request to translate a page, there may be occasions where an error occurs:

- Network connection error
- Failure to translate
- Data rejected from translation service

In these cases the user needs to be alerted to the error and presented with a button labeled "Try Again" that let's then resubmit the translation request.

This is verified as fixed since I ran into the error message while performing the testing from bug 979424.
