97465 - Missing scrollbar in Prefs dialog under certain conditions

Using windows nightly build 2001082803 on Win2K:

Opening the preferences dialog and clicking the twisties is a certain sequence,
you can get the list expanded past the bottom of the window without the
scrollbar appearing.

Steps to reproduce:

1) Edit -> Preferences... (prefs opens)
2) Click 'navigator' twistie (navigator expands)
3) Click 'composer' twistie (composer expands)
4) Click 'mail and newsgroups' twistie (mail and newsgroups expands)
5) Click 'privacy and security' twistie (privacy and security expands)

Expected result: Scrollbar appears
Actual result: no scrollbar (but list extends past bottom of dialog)

If you expand and collapse a few more times some of the groups, the scrollbar
will appear.
