Steps to reproduce:

1) Open a Modern App like the Modern Mail App.  
2) Click a hyperlink to a webpage


Actual results:

It opened firefox Modern in full screen mode


Expected results:

It should open firefox in the snapped mode like IE would.

This is a new 8.1 feature we have to add support for down in widget, but lets leave this bug here for tracking purposes.
