In https://bugzilla.mozilla.org/show_bug.cgi?id=972437, we made content rating unique/app. 

This makes testing cumbersome and adds complexity around automated tests.

Can we put this requirement behind a waffle which we can then turn off on dev?

I'd probably opt for a setting since I don't think we'd toggle this on/off much, if at all.
