When user modifies the SIM PIN on device within the Settings App with the previously saved information (i.e. SIM PIN changed from 1111 to 1111) the on screen message displays that a successful change occurred even though none has been made.

Repro Steps:
1) Updated buri to BuildID: 20140220040203
2) Tap Settings App and select SIM security
3) Tap Change PIN and enter same SIM PIN, Create PIN and Confirm new PIN information as that previously saved on device


Actual:
Message appears on screen 'SIM PIN changed successfully' 

Expected:
Message appears on screen “Please enter a new SIM PIN, this code is already in use”

This issue reproduces on Buri 1.3 Following the STR in Comment 0 leads to the SIM PIN changed successfully message appearing despite no change occurring

This issue does reproduce on Buri 1.2 Following the STR in Comment 0 does not display a SIM PIN changed message on screen but the functionality implies a change has occurred within the Settings App even though the same PIN has been re-entered.
