Steps to Reproduce:
(1) Go to http://www.rational.com/tryit/evals/quantify_nt_eval.jsp
(2) Click I Accept
(3) Choose an item in the State/Providence dropdown
(4) Tab to the next field
Result: the blank item in the list is selected. I guess this might be some
strange tabbing issue. I don't know how to get the source for this dynamic page,
so it's hard to tell.

This is fixed with bug 110800.
