Because your life is already miserable enough if you are having to build Windows b2g desktop on try, without also having to guess what the trychooser syntax is.
I'm working on renaming legacy class names under dom/events. Then, my patches sometimes cause bustage on b2g desktop on Win32. However, for confirming if my bug is fixed, I need to specify "all" with current trychooser. I feel sad for wasting our resource...
I agree we should add it. In the meantime, the work around is to do try: -b o -p win32_gecko
