When a reviewer hits install from the Marketplace reviewer queue, we would like to ensure that the reviewer is using the reviewer APK Factory. The reviewer does this by tweaking the config setting on the device. It wouldn't be great if they did this on a unreviewed packaged app and as a result it was signed and placed in the public cache. There were some suggestion on this in the meeting, let's add them into this bug and find a way to prevent this.
