When you quickly swipe through the about:start screen toward the "Recent History" tiles, the watermark will appear in the foreground for a few ms and than transition back to the background. This makes it look like that portion of the browser is flickering when you're swiping through the about:start window.

Steps to reproduce the issue: (ensure that you have several tiles under "Recent History")
1) Open fxmetro
2) Once opened, swipe towards the "Recent History" tiles under about:start
3) While doing this, you'll notice that the watermark will quickly appear in the foreground and than go back to the background
4) Go through Step #3 a few times and you'll notice the issue right away
Current Behavior:
- When you quickly swipe the about:start screen towards the "Recent History" tiles, you'll notice that the watermark will quickly appear in the foreground and than go back to the background. This makes it appear like the browser is flickering.
Expected Behavior:
- When users swipe the about:start screen, the tiles should always be in the foreground and the watermark should be in the background.
Found the issue using the following build:
