Currently the Sync Started doorhanger is drawn as soon as the A user verifies their FxA email address. If this happens while the user is in another application context, the doorhanger is drawn OVER the other application.
In the attached example, a the Firefox doorhanger is drawn over Google Chrome. Note: Firefox is underneath Chrome.
