Clean install Nightly (02/25) on my Nexus 7 (2013), not seeing any promo banner on startup at all.

It also seems to show by default when swiping to Bookmarks and then back to Top Sites

I was able to reproduce this. I'm hoping this will be fixed by the patch in bug 966047 will fix this, since I believe the problem here is the onPageSelected listener not getting called when we expect it to.
Duping to bug 966047, since the patch there fixes this issue.
