Currently zip files are being downloaded automatically without the need info app bar asking the user if they would like to "Save" or "Cancel". Once the zip has been downloaded automatically, it's also opened automatically under the desktop. I've reproduced this in both Nightly, Aurora and BETA

Steps to reproduce the issue:

1) Open fxmetro
2) Once opened, go to http://www.videolan.org/vlc/download-windows.html
3) Tap on the zip download and you'll notice that it will automatically start downloading rather than prompting the user under the navigation app bar

Current Behavior:

- Zip files are automatically being downloaded and opened when using fxmetro

Expected Behavior:

- User's should be prompted and asked the same way we do with exe files. Zip files shouldn't be opening automatically either.

Found the issue using the following builds:
