Overview Description: The Customize button for Individual Panels is not
implemented yet.

Steps to Reproduce:
1) Open Sidebar and click on Customize to go to main Sidebar Customization
screen.
2) Select What's Related Panel and click on Customize

Actual Results: Nothing happens

Expected Results: Should go to another screen to customize What's Related Panel.

Ok, I fixed it so that is brings up a chromeless window with the customize url.
