Bug #1995 was filed back in 12/98 regarding lack of accessibility of metadata attributes to user. Referenced were several attributes such as 'title', 'cite', 'longdesc', 'datetime', etc. At some point, accessibility to 'title' was implemented through 'tooltips'. Additionally, other bugs have been written up regarding 'longdesc' attribute of IMG, 'cite' attribute of BLOCKQUOTE, etc. I cannot find where there has been any implementation for the 'cite' attribute of the Q element. Attached is a testcase demonstrating the problem.

problem is there. navigator group maybe, cite attrib not exposed with ui (or something)? not table specific, so reassigning to core owner.

I'm not sure what is expected here. cc aaronl for input.
Right click on the quote, and select properties. That's also where we put other stuff for the accessibiltiy attributes. I'm not able to tab into those property pages or access that info using the keyboard, but I would call that a separate problem. Not sure if a bug has been logged on that particular issue, but we have it in a list of UAAG issues.
Is this required for Section 508 compliance?
