Observed this on windows, but was able to get some limited cursor key control on mac. Something's not quite right though because it stopped working after landing on an iframe. There's no focus indicator on the breadcrumbs buttons anymore, which I think is a styling regression. Also noticed that the cmd-alt-i command didn't work while cursoring around in the breadcrumbs.
focusing breadcrumbs also eats tab keys.
Probably a slightly bigger one, setting to P2.
