Details
Uploading symbols files is all about uploading a zip (or similar file) that then later gets unpacked in the appropriate place(s).
We should treat upload and unpacking separately.

Before this can be enabled and promoted to users we need to resolve the priv-symbols post filtering.

We needed groups for users to upload stuff. It's done, but I wanted to make the association here for tracking.
