(Keywords: access)

User Agent: Mozilla/5.0 (Windows NT 5.1; rv:28.0) Gecko/20100101 Firefox/28.0 (Beta/Release)
Build ID: 20140203225656

Steps to reproduce:

Enter 'Alt+m', then enter 't', then enter 'o' to get to the Options window.

Enter several forward arrow keys until Downloads tab is displayed.
Enter one more forward arrow key.

Actual results:

The General tab is displayed.

Expected results:

Having reached the Downloads tab, the forward arrow key should have no effect.
Similarly, using the backward arrow key to move right to left through the Option window tabs, the backward arrow key should have no effect after the General tab is displayed.

There is second solution:

When first opening the Options window, always start at the General tab (as it is the first tab), i.e. do NOT remember the tab displayed when the Options window was last opened.

And a third solution:

Assign keyboard accelerators to the Option window tabs.

These three solutions will make it possible to write macros to access specific tabs on the Options window. At the moment, that is not possible.
Thanks for the detailed report! I'll pass this over to the Keyboard Navigation folks and tag it as an accessibility issue as well, as having the ability to make shortcuts and macros can be important for access tools. It may also be something possible to address by writing an add-on.

Thanks very much for your response.

I hope the Keyboard Navigation folks can implement a modification to assign keyboard accelerators to these tabs.

Roger.
