mozilla-build currently includes autoconf 2.54, would be nice if it had something newer.

For my purposes this is a convenience issue, not something critical for mozilla-build's primary purpose. I work on projects besides what is in mozilla-central in my mozilla-build environment. Some are mozilla-related, some aren't.

2.61 is the latest version that can be added with minimal pain. I don't really see a downside to replacing 2.54 with 2.61 for those who want it, so I'm going to go ahead and do so.
