I think we have converted enough directories to reverse the default.
Not quite. There are 618 moz.build files with *SOURCES. 223 of them have FAIL_ON_WARNINGS set. That makes it 395 that don't. Reversing the default would mean having more NO_FAIL_ON_WARNINGS than we have FAIL_ON_WARNINGS today.
Bug 1198334 replaced opt-in FAIL_ON_WARNINGS with opt-out ALLOW_COMPILER_WARNINGS.
