Steps to reproduce:

1. Go to Google+
2. Click on share -> photos
3. drag a picture file to the upload container


Actual results:

The local picture displayed on the tab


Expected results:

The photo should be uploaded to the server

Attachment: Web pages should actually be able to use DataTransfer.

The photo upload page was getting exceptions trying to create wrappers for DataTransfer objects, since lack of this in QI was taking us down the XPConnect codepath and we have no classinfo anymore

It actually wasn't. It talked about cycle collection, not QI, which was quite confusing.
