97802 - Add/File bookmark should be fixed while bookmarks scroll

I filed bug 97794 about hiding the arrow on a scrolling menu when at either end
of the menu, this is *not* a dup of that, neither is it a dup of bug 41278 to
implement that awful and badly named "personalized menus" system.

This you could say is a further enhancement of bug 97794 so is probably
dependent on that bug getting fixed.

I'll attach a screenshot of IE to show what I mean, the screenshot shows mid
place in my bookmarks (as windows only shows the arrows in the cases mentioned
in bug 97794) you'll see that the only part of the menu that is scrollable is
the bit where the bookmarks are added, the commands bit (i.e. the Add Bookmark,
File Bookmarks... and Manage Bookmarks) would be in a fixed position all the time.

Anyway, bad explanation so check out my screenshot.

Attachment: IE bookmark menu - look at the position of the arrows when scrolling. The commands at the top are fixed.
