Steps to reproduce:
I use top-level non-autohiding panels in extensions to function as tool windows.
Actual results:
Top-level panels cannot be moved when the parent window is in full screen (for both single- and multiple-screen systems).
Expected results:
These panels should remain available and be fully functional.

Perhaps I should add that I only tested top-level panels without an OS-frame that had the 'backdrag' attribute set. The panels were also immovable when placed on a secondary screen.
