http://www2.research.att.com/~north/cgi-bin/webdot.cgi/ gives the following error:

CGIWrap Error: User not found

CGIWrap was unable to find the user 'north' in the password file on this server.

Check the URL and try again.

Is there another public webdot server that we can point to?  Or should we just blank out the default so admins can choose to use a local webdot server, or use a local dot binary?

http://www.graphviz.org/News.php says that "A public webdot server is available for use at http://api.graphviz.org/webdot/". But this URL doesn't work. :(

Leave it blank.

There are packages available at http://graphviz.org/Download..php (sic) for all OSes that we care about. We should remove the ability to use a remote Dot, given that installing a local one is easy and more secure.
