Been fighting with this due to bug 983116 and bug 983085.

The Fennec part is done, and everything is fine on that side. The Firefox side uncovered bug 996049, and is almost done repacks - so making good progress there.

Firefox is making good progress now. I'm onto update verify, and the only other issue I've found is bug 997183, which is staging specific.

I found a ton of bugs with staging releases while doing this, but the only issue with 30.0b1 was bug 996049, which is already fixed. We should be fine for the real 30.0b1.

Not entirely sure, but it's possible the staging release affected production-staging-bouncer: https://bugzilla.mozilla.org/show_bug.cgi?id=998141#c1

I'm going to try re-running production beta bouncer submitter to see if that does anything.

For posterity, this is normal/expected. bug 998141 talks about a mismatch between QA/RelEng expectations of what bouncer/tuxedo staging is.
