And i'm not sure it should. If that's about bug 978594 possibly requiring a clobber, i think the right thing to do would be to not require a change to rules.mk by making it a change to config.mk (which, itself causes a (mostly) full rebuild).

That is not only about that bug.  Can you please clarify why you think this should not cause a rebuild?

Because changes to rules.mk should not affect the outcome of a build with the same configuration.
