Details

A few things to consider for the MVP "Add panels" (bug 942878):
* Setting a minimum height for the dialog, so when the content is loaded (or we display the "no panels" text), the dialog doesn't jitter as much on resize.
* Change styling of "+ Add panel" in the settings page to distinguish it from installed panels.
* Consider moving "+ Add panel" to the action bar.
We got rid of the menu item.
