Steps to reproduce:

Two complains here:
1) After the display size changes under Settings->Display->Text Size, the content should be re-flowed with the new text size after the new text size is set; nothing happens
2) Refresh the page after text size changes, the text size does not really change or can not tell
Severity: normal → critical
OS: Windows 7 → Android
Hardware: x86 → ARM
Summary: Display size barely works → Display size does not work
Text size variance only applies to desktop sites and not mobile optimized sites. Please indicate which URL you are seeing this on.

Does not work regardless desktop view or mobile view. Try on cnn.com, macys.com

It depends on the length of the text run. This will generally only work in pages with a large block of main text such as a news article. For the gritty details see http://www.jwir3.com/blog/2012/07/30/font-inflation-fennec-and-you/
This has been reported by several trial users, especially Chrome has been cross-checked and works fine for them. We can not tell users this part works and not that part, ridiculous.
