When you are attaching a file, you should be able to choose an initial set of
attachment statuses on the attachment, and they should appear in emails.

I hate to "I agree" on this bug, but I do have something to add to this.

On my personal Bugzilla installation I just attached a ZIP file given to me by 
someone else containing a testcase and his configuration used when creating the 
testcase.  I attached it as type "application/octet-stream" (which I use for 
all binary files, see also bug 63601), and then went back and applied the 
statuses "testcase" and "schema".  There needs to be some generic replacement 
for the "ispatch" flag available to users that create attachments, and the 
custom status fields seem appropriate.

Perhaps a new column added to the status definitions flagging whether the user 
should be able to add the status on creation?  We also don't want people being 
able to add "first-review" or "second-review" on attachment creation, it just 
doesn't make sense there.

Attachment: Allow user to set statuses when creating attachment

Just allows setting the initial statuses.

No attempt to alter email message or limit initial statuses.
Anyone else interested in adding those features?

Unloved bugs targetted for 2.18 but untouched since 9-15-2003 are being
retargeted to 2.20
If you plan to act on one immediately, go ahead and pull it back to 2.18.
