On windows 2000, when switching languages in a textarea using left alt+shift,
the browser cycles between three languages: Hebrew, English, and non existing
language with high ansi characters

Reproducible: Always
Steps to Reproduce:
1. Load the attached form in Mozilla
2. Type a few words in Hebrew 
3. Hit left alt+shift and type a few words in English
4. Hit left alt+shift again, and type a few more words

Actual Results:  The 3rd time hitting left alt+shift, the characters come out as
high-ansi characters, and totally meaningless. The status indicator in the try
shows "en".
Hitting left alt+shift again switches the language back to Hebrew

Expected Results:  The language should switch to Hebrew, not to high ansi typing

This is w2k server, no service packs installed.
The only languages installed in the OS are English and Hebrew.
The local is set to Hebrew, and Hebrew is the default system language (not the
default keyboard language).
I tested on IE5 on the same machine, and don't see this bug there (it switches
languages as expected).
I tested on win98 with the same file and the same Mozilla build, and wasn't able
to reproduce this bug, so I suspect that it is a w2k only thing.

Has anyone else reproduced this bug? (with Hebrew or any other keyboard). I was
unable to reproduce it on my W2K. 

I suspect this is related to the Unicode<->single byte issues in bug 95136 and
bug 98376, but this one is more exposed since it occurs with normal keyboard input.

As I said above (comment 7) I set up my installed languages and locales exactly
as described and was unable to reproduce this bug.
