I don't think this is too likely to be a significant source of confusion. It would be nice to have a better name for the menu panel, but we don't. I suspect this is just one of those things that are quirky when you think about it, but are not a big deal in practice (E.G. the infamous "click Start to shutdown" fun on Windows). The other option would be to remove the context menu for toggling the menu bar; I suspect most people use it exactly 0 or 1 times, and not actually flip between modes.

Once we decide on which text to use here, I recommend marking this as a good first bug (I don't mind mentoring)
"Move to Menu" is now "Pin to Overflow Menu".
