Should help them not eat up so many machines every morning. I'm thinking that they should probably be paired with non-l10n builders so that they don't sit idle most of the time.

OK, I added jacuzzis for the l10n builders, the builders mentioned in comment #0, and Linux x86-64 b2g-inbound {build,leak test build} in https://github.com/bhearsum/static-jacuzzis/commit/afa658ba799697278309fb6a3e0edadadc6fac4a
The last two were added because I had some machines that only had l10n builders configured, and I don't think it would be good to have machines that will sit idle most of the day.

l10n jacuzzis were disabled because they caused a backlog, because mozilla-aurora/central l10n is prioritized over b2g-inbound non-l10n. bug 985418 is about fixing that.
catlee also suggested that putting l10n jobs on the same branch as non-l10n jobs would help.

I've re-enabled jaczuzzis for l10n machines, but there's no machines that do l10n and non-l10n anymore, so we shouldn't have the backlog we did last time: https://github.com/bhearsum/static-jacuzzis/commit/c28fa3fa2ae9b42f0814514ce4386ba96962350d
