As an operator I want to be able to specify which contacts should be preloaded on the device based on the SIM card in case it is inserted after the First Run Experience Acceptance criteria: * This is to fix the case of inserting a SIM card after the First Run, because it is already defined in bug 891723, but not implemented yet * And only to be applied the first time to insert a SIM card of an operator that is defined in the device * Preloaded contacts will be configured depending on MCC/MNC of the SIM card
