If you've set a master password, Firefox will disable password syncing. In this case there will be a link to support next to the grayed out passwords option in the Sync options panel. We need an in-product link for that. Let's use this link: https://support.mozilla.org/1/firefox/%VERSION%/%OS%/%LOCALE%/sync-master-password We'll determine the target in a followup comment.

We'll try to fix this in a future version." I think it's probably best for that page to be standalone since it can be hard to find that message if it's embedded in a larger page with a lot of other content, and we need to link to it directly from in the product (since the product will have no other explanation for why the checkbox is disabled).
