The spec for the paint-order property (implemented in bug 828805) is stable, although the document that it is defined in, SVG 2, is still a Working Draft. Blink has just shipped this without a flag, and a WebKit implementation is imminent. We discussed shipping this feature in the SVG WG and have agreement to do so.
