Maybe a regression of previous bugs where non-existent files pulled up a
download dialog.
STEPS:
Enter file URL to non-existent directory:
file:///non/there/
OBSERVED:
Error message appears correctly indicating the file URL cannot be found.
Dismissal then followed by display of:
"
Downloading null
You have chosen to download a file of type: "Text Readme" [application/text] from
not:there
What should Netscape 6 do with this file?
[] Open using <no application specified>
[x] Save this file to Disk
[x] Always ask before opening this type of file
[Advanced] [Cancel] [OK]
EXPECTED: only error dialog will appear
Need to check other platforms...

this bug is essentially 72679. I will leave it open so that we can test when
unblocked.
