98412 - With Classic Skin, Menulist scrollbar tracking is off in vertical space

If a menulist with classic skin has more elements than fit on a screen, the 
scroll grippy (?) doesnt work via dragging unless it is mouse targeted below 
the grippy. This does not allow scrolling to the bottom of the list.

Single click movement of the grippy does work.

We need this version of the menuList for usability factors with very large item 
menu lists, as opposed to the modern version menulist.

Attachment: Demonstrates that size of menu does not affect the error, rather the position of the window governs the degree of offset between thumb and hotspot. First menu has 250, 2nd 500, 3rd 1000 entries.
