STR:
1. Load the testcase.
2. Enable paint flashing.
3. Scroll.
It shows two problems:
(1) The fixed layer gets invalidated whenever it starts/stops intersecting the layers with the blue borders.
(2) The black-bordered layer gets invalidated whenever it starts/stops intersecting the fixed layer.

Bug 1148855 fixed both problems shown in this testcase.
