984620 - First emulator-jb mochitest always times out

These are running on Cedar. If I disable the first failing test, then the second test will time out. I haven't had time to look into this at all yet, though running emulator-jb mochitests seems to work for me locally.

Philor has a theory that disabling app updates will fix the issue:

Interestingly enough, https://hg.mozilla.org/projects/cedar/rev/e3163804906f fixes the first test timing out problem, but there is still a timeout.

This bug looks like it's related to whatever is going on in bug 985128. I think fixing that will also fix this, but I won't duplicated just yet as no one really knows what the problem is yet.
