* Open Firefox settings * Select customize * Disable some of the Hub pages * Start Guest mode Results: Hub panels that are disabled persist into guest mode Expected: Guest mode starts with the default set of panels enabled

Why was it decided that this should track 30, not 29? Too risky for 29? Users can enable/disable panels in 29.
